Work conserving schedulers

Work conserving schedulers will be idle only if there are no packets to serve. But in the case of non-work conserving schedulers, the scheduler might be free even when the queue is non-empty. It makes the traffic arriving at the down stream more predictable, reduces the buffer size necessary at output queues and delay jitter experienced by a connection, allows the packet to be sent only when it is eligible.
